Negotiations on emission limits for the post-2012 Kyoto Protocol commitment period can—and must—frame the global carbon budget and translate it into practical national strategies—and national carbon budgets. Climate change mitigation is about transforming the way that we produce and use energy. And it is about living within the bounds of ecological sustainability.
